Washington crane operator rules
✓ Checked 26 Oct 2026 against WAC 296-155-53300 (operator qualifications and certification) on the Washington Legislature's rules site. The section shows a latest amendment effective 5 Sep 2025. The page was read as a rule text, not as a Labor & Industries (L&I) licensing page, and we did not find a state-issued operator license in it.
Washington's crane rules sit in chapter 296-155 WAC, Part L, which the chapter's table of contents titles cranes, rigging and personnel lifting. Section 53300 puts the duty on the employer: before someone operates a covered crane, the employer must make sure the operator meets the section. This guide is one of the state-by-state crane license guides. For the federal rule it parallels, see the OSHA crane operator rule guide.
What the rule asks of the operator
The section lists these requirements, which the employer must confirm.
- Training and an employer evaluation, described below.
- A valid certificate for the type of crane to be operated, from a testing organization whose program is accredited by a nationally recognized accrediting agency.
- Crane hours of experience as set out in the section's Table 3.
- A substance test run by a recognized laboratory. The rule says the level follows standard practice in the operator's industry.
The rule describes what an acceptable testing organization must do: written and practical tests, certification by equipment type or by type and capacity, retesting procedures, recertification testing and an accreditation review at least every three years. It does not name a particular organization in the text we read. Whether your certifier qualifies is a question for L&I.

Certificate length, language and cost
A note in the section says a certificate from the accredited organization is valid for at most five years and must be renewed. Tests may be given in any language the candidate understands, and the certificate must record that language. The operator may then run only equipment furnished with manuals and load charts in that language. When certification or recertification is required, the employer must provide it at no cost to employees.

Experience hours
Table 3 sets hour minimums by crane type and, for some types, by capacity. For example, it lists 500 for hammerhead tower cranes and 20 for articulating boom cranes in its hours columns. It separates actual operating time from crane-related time, and it explains what counts as each. A signed declaration from the operator about those hours is acceptable documentation, according to a note in the section. Read the table itself for your crane, because the capacity bands differ by type.
Operators in training
An employee who is not yet a qualified operator may run a crane as part of training only under conditions. The employer must train first. A qualified operator who works for the same employer, or acts as its agent, must continuously monitor and do nothing that distracts from monitoring. The rule requires line of sight for most cranes and direct communication for tower cranes. It lists situations where a trainee may not operate, including near power lines within set distances, hoisting personnel, multiple-crane lifts, and work over a shaft, cofferdam or tank farm. Critical lifts and multi-tier rigging are allowed only if the monitoring operator judges the trainee's skills sufficient.
The employer evaluation
Separate from the certificate, the employer must evaluate each operator on the skills and knowledge for the equipment, including its size, configuration and safety devices, and on the hoisting work assigned. The evaluator must have the knowledge and experience to assess operators and must be an employee or agent of the employer. The employer keeps a written record that identifies the operator, the evaluator (who signs it), the date and the equipment used. It must be available at the job site. Manufacturer representatives and maintenance staff are exempt from the certification requirement when their duties call for it. Check WAC 296-155-52900 for the cranes that Part L does not cover.
What this means for NCCCO study
The text asks for accredited certification by crane type. The text does not name a certifier, so ask yours whether its program meets the accreditation test in the section. Our Core exam guide and recertification guide cover the NCCCO cycle. The written test topics in the rule include load and capacity calculation on different configurations, power line contact, and ground and site conditions, so the load chart guide is useful background. A neighboring state works differently: Nevada approves certification programs and checks employer records.
How the free check fits
The free written check is practice on the NCCCO Core outline, scored by domain with explanations. It is not a Washington test, does not replace the employer evaluation, and does not predict a result.
